The Chaos Initiative

In 1924, the New Dawn Initiative formed a covert special task force, known only to the Primis Officer, codenamed the "Chaos." The leadership of the Chaos was comprised of members of Mobile Strike Forces ALPHA-01, ALPHA Strike, famed for their loyalty to the Primis Officer
and the total secrecy of their origins, identities, and operations. The Chaos leadership was supported by research, security, and retrieval personnel, all taken from New Dawn Initiative ranks.
To the majority of the New Dawn Initiative and the anomalous world, the Chaos was a splinter group that went I.O.I with several researchers and anomalous objects. In reality, the had Primis Officer created the Chaos to complete missions with ethically questionable methods and politically unsavory results—while keeping the New Dawn Initiative public reputation clean. For approximately twenty-four years, the Chaos operated under the guise of New Dawn Initiative defectors, using anomalous objects to secretly further the goals of the Primis Officer.

In 1998, as part of a seemingly routine staged operation, the Chaos removed several NDI objects from New Dawn Initiative containment and transported dozens of defecting New Dawn Initiative researchers to various safe locations. That same day, multiple other unplanned raids of Foundation facilities occurred. The Insurgency seized NDI objects with great research and military potential and inflicted severe casualties to Foundation personnel. New Dawn Initiative biggest lie had become a reality. Their covert black ops team had defected, and the New Dawn Initiative faced a new threat from an organization now calling itself by a new name: The Chaos Initiative.
